The Council > Our Mission
The Adoption Council of Canada is a federally incorporated charitable body which aims to: inform and educate about all aspects of the adoption of children for Canadians; provide understanding of the benefits and challenges of adoption for children, birth-families and adoptive parents; promote the placement of waiting children in permanent loving families; stress the importance of post-adoption services for families and adoptees; and facilitate communication among all groups and individuals concerned, by providing:
- a library and clearing-house on adoption issues in Canada
- information and referrals in answer to adoption inquiries
- publications of adoption news and resources
- education for families, professionals and the public.
- facilitation of the planning and implementation of conferences and workshops on adoption issues

ACC’S POSITION STATEMENT REGARDING QUEBEC ADOPTION ACT (2009)There is much to be applauded in Quebec’s new adoption Act, An Act to Amend the Civil Code and other Legislative Provisions as Regards Adoption and Parental Authority. With its emphasis on openness and information sharing between adoptees, adoptive families, and original families, it is an important step forward in adoption practice in Canada. Unfortunately, however, Quebec has missed the mark on some important issues and the Act fails to follow the best practices in adoption advocated by the Adoption Council of Canada (ACC) and other major adoption groups in Canada. Une grande part de l’Avant-projet de loi modifiant le Code civil et d'autres dispositions législatives en matière d'adoption et d'autorité parentale devrait être l’objet de nombreux éloges. En mettant l’accent sur l’ouverture et le partage d’information entre les personnes adoptées, les familles adoptives et les familles de sang, cet avant-projet permet une grande avancée en matière de pratiques d’adoption au Canada. Toutefois, le Québec n’a malheureusement pas atteint tous ses objectifs et l’avant-projet de loi échoue à adopter des pratiques recommandées par le Conseil d’adoption du Canada (CAC) et par d’autres organismes d’adoption majeurs du Canada. The Adoption Council of Canada (ACC) believes that sealed adoption records perpetuate secrecy and shame within adoption.
ACC POSITION STATEMENT: SAFE HAVEN LEGISLATION
The Adoption Council of Canada (ACC) strongly supports policies and practices that protect the safety and health of all children and youth, but we do not believe that safe haven legislation is an effective way to meet this goal.
